¿Are radiation and water fluxes accumulated or mean values?

Hi all!!

I am wondering if radiation fluxes (short wave radiation, long wave radiation, …) and water fluxes (precipitation, evaporation) are accumulated variables or mean values during the period of time (e.g 6 hours - daily depending on the forcing periodicity).
