How can wind forcing be incorporated into the vortex test case?

in the 'cppdefs' file I have undefined NO_FRCFILE among the options for the vortex test case, which now requires a forcing file that I created using the create_forcing function from crocotools. However, this file is not been taken along the simulation. Are you familiar with a method to implement wind forcing within a vortex test case?
